  • "Sustrans’ Cycle-Friendly Design Manual" COMMENTS PLEASE

Created by Rohan Wilson // 1 thread

Sustrans invites comments by 30 June on its draft chapters of a "Cycle-friendly Design Manual".

This document, once published, could influence local authorities to provide better, safer cycle routes, and so persuade people who are not yet cycling their every day journeys to do so.

Your comments please to designandconstruction@sustrans.org.uk by 30 June.

  • City Deal funding for restrictions to car parking

Created by Jim Chisholm // 1 thread

The Greater Cambridge City Deal has allocated £22 million over the next 5 years for:
"City Centre capacity improvements/cross-city cycle improvements"
    see:
    http://www.gccitydeal.co.uk/citydeal/info/2/transport/1/transport/2

Removal of car parking is an easily achievable way of making cycling more pleasant (and safer) Both the removal/relocation of Pay and Display and restrictions to all day commuter car parking on residential roads that form part of 'quiet roads' for cycling should form part of this funding stream.

  • Cambridge Community Speedwatch

Created by Simon Nuttall // 2 threads

The Speedwatch scheme allows the public to get actively involved in monitoring the speed of vehicles travelling through their neighbourhood. It is used in areas where speeding has been identified as a priority at quarterly neighbourhood panel meetings. The scheme is run by the force alongside the Cambridgeshire and Peterborough Road Safety Partnership. It is about educating motorists in the law in relation to speeding and monitoring any trends in speeding in neighbourhoods.

Volunteers are trained to use speed indicator devices which displays vehicle speed. The registered owner of any vehicle seen exceeding the speed limit is sent an advisory letter from their local neighbourhood policing team, explaining that speeding is unacceptable to the local community.

What to do about disgraceful decisions like this:
    http://www.cambridge-news.co.uk/Driver-ran-Cambridge-cyclist-mistakenly-thinking/story-24555273-detail/story.html ?

Clearly, the magistrate erred seriously in matters of both fact and law - all the prosecution had to prove was that the way he drives falls below what would be expected of a competent and careful driver.
Equally clearly, it did - nobody who could possibly be described as "competent and careful" would run over something the size of a cyclist without even being aware of it. He even admitted that he was talking on the phone at the time.
It staggers the mind to think what on earth the magistrates were thinking - or what with. Maybe they slept through the case, so didn't hear the prosecution, but were woken up for the defence (how there can be any defence for that is beyond me). Maybe they are dangerous drivers themselves, so sympathise with others of the same ilk instead of adequately discharging the responsibilities they are charged with? Mark Tyler also deserves complete contempt for not pleading guilty, and so preventing this gross miscarriage of justice. He should have been thanking his lucky stars that the police and CPS are so incompetent as not to pursue Dangerous driving, which it equally clearly was.

How can we get rid of incompetent idiots like Phil King (the lead magistrate in this case) who asserted that "there were “significant gaps” in the evidence". It is obvious to me that this dangerous idiot is perverting the course of justice by remaining in his position.
Presumably his colleagues on the bench conspired with him in this perversion - they could (and should) have over-ruled him unless they were parties to the conspiracy, surely?

The evidence was all there - there was a cyclist in front of him - whether the cyclist was upright or on the ground is irrelevant. Mark Tyler drove over him. Neither of those facts were in dispute. That is not the action of a competent and careful driver, and it should be beyond question that a person being in front of the vehicle is something which the driver should be expected to be aware of, which means the test in s3ZA of the Road Traffic Act is satisfied, and the accused is guilty.
The evidence also meets the test in s2A (Meaning of dangerous driving) so there is no excuse whatsoever for clearing him of even the lesser offence of careless driving. With driving like that, it is clear, beyond reasonable doubt, that he should not be in possession of a driving license, and the magistrates failed in their duty to relieve him of it.

As long as dangerous criminals like Phil King are allowed on the bench, the roads will never be safe for anyone.

As a footnote, from the report is appears that this dangerous character commutes from Whitchurch, Hampshire to Clifton Way, Cambridge. What length does that make his effective working day?
It's about 120 miles each way, so at least 4 hours driving (considerably more if in the "rush hour") on top of a full workday. It's utterly moronic to make a commute like that - when I worked anywhere near that far away, I commuted weekly. But this happened on a Wednesday.

  • Removal of railings (where bikes are chained) at Addenbrookes

    Richard G // 1 thread

I see Addenbrooke's have found a solution to all the bikes locked to the railings around by the front entrance.

Not, as you might hope, by providing more cycle parking, but by removing the railings.

I wandered around yesterday. There were 91 bikes parked outside of cycle rack spaces & 6 spaces free.

should be interesting for anyone who usually cant park in a cycle space over the next few days
    :(

  • Abbey To Addenbrookes

Created by Al Storer // 1 thread

A lot of attention is given, especially by the council, to the radial routes. This is OK. But what about this key (partial) orbital?

  • BikeBus Explorer - Sunday+BankHoliday service - Any user comments?

Created by Rohan Wilson // 1 thread

Bike Bus Explorer tows a 30-bike(?) trailer. Picks/drops bikes at Cambridge Station, Brooklands Avenue, Barton Rd then a linear route to Wimpole, and a ring from Arrington via Hatley, Gamlingay, Gransdens, Longstowe.

It leaves the station Sunday and Bank Holidays at 09:00, 11:30, 14:30, 17:00. Last return to Cambridge arrives 19:12.

A leaflet gives info about the rural destinations including Wildlife Trust sites, and a map showing the bus route, stops and suggested rural cycle rides. Operations exclude Christmas Day, Boxing Day, New Year's Day, suggesting it operates all year.

  • Consultation (by 26Sep'14) - to end max car parking standards?

Created by Rohan Wilson // 1 thread

    https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/339528/Technical_consultation_on_planning.pdf

Quote: para 2.77 "The Government supports the motorist and wants to see adequate parking provision for them...."

Question 2.16: Do you agree that parking policy should be strengthened to tackle on-street parking problems by restricting powers to set maximum parking standards?

Not a simple issue, but probably worth CCyC's commenting.

  • Addenbrooke's bike parking

    Richard G // 2 threads

I've had a wander around the Addenbrooke's campus again this lunchtime, counting bikes that were not in what I would call bike spaces.
ie not in a proper bike space, attached to a proper bike support.

so, all the ones attached to railings, trees, bike shed legs etc.

I've added the numbers to the last few times I've done this, back in 2011 & 2007

July 2014 Total bikes not in racks = 530
    Oct 2011 Total was 526
    Jun 2007 Total was 399
    Mar 2007 Total was 289

I'll see if I can attach my map & numbers to this thread

  • Addenbrooke's bike group meeting report

    Richard G // 4 threads

    Hi everyone

    A short report back from yesterday's BUG-WAG
(bicycle user group - walking action group) on the Addenbrooke's campus

The junction of Adrian Way & Long Road had the origional plan for a bike right turn island rejected on the grounds of pedestrian safety. Nothing was forthcoming as to any change

units and departments are being encouraged to take part in the Cambridge Cycle Challenge

After the meeting with some campaign members about the path/junction by outpatients carpark, new plans are being drawn up without the barrier & in effect, just a T juntion. Not sure if planners will insist on 'STOP' or 'Give Way' signs. We hope to be informed.

there are some changes to existing cycle parking, some racks being relocated away from the main drag to make more disabled parking spaces. Railings around the front entrance are being removed with the effect that bikes chained to them will have to go somewhere else. The trust seem to think that they have an excess of spaces for bikes, but that cyclists dont always travel further to use them. I'm really not convinced they have an excess & will be doing another sitewide count of bikes/spaces soon
There still does not seem to be any bigger plan to place cycle parking as the site developments happen, rather just a piecemeal approach where everyone does their own thing.

A (i think big) issue that was brought up is where 'The Forum' development works & access plans were seen for the first time.
The Forum is the building that will go on the carparks opposite ATC, and around the Frank Lee. A bus stop will close, foot paths will close and the most concern to the group was that hoardings will go up on the actual curb line. We thought this would make a very intimidating route to cycle eastbound along Robinson Way. We are expecting a scan of the plans & I will circulate (as part of a new thread)

There were some other info bits about the Hills Road changes (happening), cycleway lighting, the OWL bike maintenance people's hours and the potential impact of the Park & Ride charges starting next week

  • Traffic Signs Regulations and General Directions 2015

Created by Hester Wells // 1 thread

Consultation on road markings and traffic signs at https://www.gov.uk/government/consultations/traffic-signs-regulations-and-general-directions-2015

There are a number of things which I believe affect cyclists, see http://www.bikebiz.com/news/read/dft-to-allow-better-signage-for-cyclists-including-removing-asl-lanes/016336
This is really a national issue, but didn't want to spam all users.

  • Francis Crick Avenue

Created by Heather Coleman // 1 thread

At yesterday's BUG-WAG meeting, it was clear that Addenbrooke's themselves have heard dissatisfaction about this area. I said I'd forward comments from members, of which I remember many, but in no detail at all, just a lot of comments. However, doing a search for "Francis" or "Crick" pulls up no results, so either any thread on this is so obscurely labelled I can't find it, or all the traffic I remember seeing is on the members' email list which I don't have archives for.

I've been asked to send comments asap, as I get the feeling they want to lean on the developers to fix snags.

Either, can someone point me to the correct Cyclescape thread, or, assuming that doesn't exist, can people, if they can remember what they said (or think every day), can they repost here. I will collate comments anonymously into a file and send to Katharine Smith. The new LMB already had comments about how you are supposed to actually get a bike to the cycle parking from the road as that didn't seem to have been thought of!

I get the feeling this is needed fairly soon, hence the plea so early on a Saturday morning, so I can try to do a dossier tomorrow or Monday.

  • Faded paint and invisible signs on shared/dual use pavements

Created by Heather Coleman // 3 threads

This is a general use issue so people can create specific threads about shared or dual use pavements where mainly the paint is so worn that they sometimes get abuse or are told off for riding where it's perfectly legal to do so.

I'm not a great fan of these facilities, and totally subscribe to their use being 100% optional, but there are places where they are useful for some or many, for example a short stretch to avoid having to turn right twice, or to be able to make a turn at traffic lights rather than in the middle of an unsignalled area.

  • Addenbrooke's "forum"

Created by Heather Coleman // 2 threads

The members' list has just had a post from a Tess Jones saying:

    > FYI
    > I wasn't able to go to the exhibition, but proposals are here:
    >
    > http://cambridgeforumconsultation.com/

I've replied that as someone who works on site, this is the first I've heard about this. There are various implications, that need looking at, before we decide if and what we need to say in the consulation.

  • Long Rd/Adrian Way junction modification

    Richard G // 1 thread

At a recent BUG-WAG* meeting, the Trust reported that the council will be modifying the Long Road/Adrian way junction.

Those of you that know the area will know that the exit from Addenbrooke's is 'no right turn' with a small shaped island to direct traffic westbound onto Long Rd

plans were shown to create a cutout in the small island for bikes to exit eastbound. Presuamably with signs to indicate this too

The trust said that suggestions to the junction would be welcome in the planning of further changes to Long Rd

  • Gagging Law

Created by Phil Lee // 1 thread

Are members aware that this bill would prevent us from virtually any activity at all during the 12 months before each and every election in the UK?
Details can be found at various sources online, but there is a summary on Youtube at http://www.youtube.com/watch?v=rDtFoPWBoLc

If this bill isn't defeated (or amended beyond all recognition) it will effectively stop us - and any similar group - from functioning at all.
